Was the sign near a water/mud/sand area? Some places have issues with surfers and children clogging up the pipes with sand. A real issue, since they don't have maintenance people running out to check on a regular basis. :)

DeleteI saw some similar signs in a bathroom in a train station. Travelers must use the bathroom to wash up between train stops.
